Ignition failure. The burner failed to light. Noritz documents the trigger precisely on this range: during a burning operation, if it fails to ignite ten times consecutively, Er11 appears. So by the time you see it the unit has already tried and given up repeatedly. The remedies are the main gas supply valve being open, the gas supply and inlet gas being within specification, and spark visible at the burner window.
