Noritz EZ Series & NCC199CDV Code 11
Ignition failure. The burner did not light. Noritz calls it initial flame fault detection. The checklist on this series names a single gas valve rather than the separate solenoid valves of the NRC table: gas supply piping and pressure, igniter spark, the gas valve, the flame rod, and the ground connection at the circuit board — which Noritz flags for special attention because flame detection depends on it.

Check the gas is on, which costs nothing and is the most common answer. Past that it is spark, gas valve and manifold pressure, all of which need a technician. Repeated resets put unburned gas into a combustion chamber, so do not work through them.
Typical cost: $0–$900

What the manual says
The meaning above is transcribed from the manufacturer's diagnostic documentation for the EZ Series & NCC199CDV — not averaged across the brand.

What you can safely check
Before anything else: if you smell gas, stop here, leave, and call your gas utility.
- Check gas is on at the heater's valve and the meter, and on propane that the tank is not empty.
- Try another gas appliance — if nothing gas-fired works, the supply is the problem.
- If the gas was recently off for work, mention it: air in the line does this.
- Call a licensed professional instead of repeating the reset.
