What does a neutralizer actually do?
A condensing heater produces liquid condensate that is acidic. The neutralizer is a cartridge of calcium carbonate that raises its pH before it reaches your drain — which protects the plumbing, not the heater.

Then it is not a high-efficiency condensing model, and codes 92 and 93 do not apply to it. Rheem marks both as condensing-only.
