Overheat limiter tripped. The OHL — Over Heat Limiter — or the over temperature limit switch has activated. Rheem's note is that when this trips it is normally caused by inadequate or wrong gas supply, which makes it a combustion fault as much as a temperature one.

No. A limiter that resets itself after cooling will trip again as soon as the same conditions return. What changed is the temperature, not the cause.
